U.S. veteran arrested in anti-gov't attack on NYC federal plaza

A 43-year-old U.S. Army veteran is accused of setting off fireworks, igniting a large blaze and brandishing an airsoft rifle outside a lower Manhattan federal building in what authorities have said is an anti-government attack.

FBI Assistant Director James Barnacle stated that Arrabaca "was targeting the building and he was okay if he hurt or killed people going in and out of the federal building."

Barnacle described him as an "anti-American, anti-government extremist" and noted the cart bore a sign reading "ICE off our streets," indicating criticism of Immigration and Customs Enforcement.

Andrew Arrabaca of Poughkeepsie, New York was detained shortly before 9 a.m. by federal protective services members and a security contractor. FBI agents then took him into custody and conducted interviews.

Two government employees and one civilian sustained minor injuries. The civilian wounded was identified as an immigrant attending an immigration hearing.
